Mission: To elevate individuals, families, and communities of Weber County by improving self-sufficiency through services and collaboration.

Target demographics: Low-income individuals and families in Weber County

Geographic areas served: Weber County, Utah

Programs: The Community Services Block Grant (CSBG) provides direct services, case management, and community referrals to low-income individuals and families in Weber County. Services are designed to assist clients in addressing and overcoming challenges towards self-sufficiency. Some of the services provided include Employment Assistance, Emergency Food Assistance, Financial Literacy & Asset Management, VITA (Volunteer Income Tax Assistance), Adult Education, and COVID-19 related Rental Assistance. OWCAP also houses Head Start, a Federal program that promotes school readiness of children ages birth to 5 from low-income families. Head Start programs provide comprehensive services to enrolled children and their families, which include health, nutrition, social services and other services determined to be necessary by family needs assessments, in addition to education and cognitive development services.
