Mission: Project TOOUR was created in 1999 by members of the Lakeland, Mt. Winans and Westport neighborhoods to serve as the umbrella organization that would develop strategies to bring all neighborhoods together and initiate partnerships, programs and act as the support mechanism to assure that the associations? technical needs are provided. There was also a charge to improve the relationship with government agencies and politicians. Working together, goals were made to bring in quality services and programs for residents along with educating the residents in any areas that need to be addressed
