Design from original has changed, valve does not have shoulder portion anymore ( blank area where washer fits snug to) as original did. So the washer pushes against the threads and leaks out the reinforce thread in the washer. If you change to a solid rubber washers works better but if you tighten to much is deforms the rubber washer, which I was not comfortable with.
